I. ORGANIZATION AND GENERAL INFORMATION:
Strategy Development Presidencies, Strategy Development Department and Directorates have been established in the public administrations specified in Article 15 of the Law No. 5436 on Public Financial Management and Control Law and Amendments to Certain Laws and Decrees with the Force of Law.lopment Presidencies, Sttrategy Development Presidencies, Strategy Development Department and Directorates have been established in the public administrations specified in Article 15 of the Law No. 5436 on Public Financial Management and Control Law and Amendments to Certain Laws and Decrees with the Force of Law. Pursuant to the said Law, Article 15 of the said Law in order to carry out the tasks listed in the article and the tasks specified in Article 60 of the Law No. 5436 of the Law No. 5018 on Public Financial Management and Control, the Department of Strategy Development was established at our University on 1/1/2006.

The Strategy Development Department out its duties within the scope of the following

The Strategy Development Department carries out its duties within the scope of the following functions:
a) Strategic management and planning
- Mission statement
- Creating corporate and individual goals
- Data-analysis and research-development
b) Developing performance and quality criteria
- Developing performance and quality criteria in matters falling within the scope of the administration's duties.
- To collect, analyze and interpret information and data related to the management of the administration and the development of services and performance.
- To evaluate the compliance of the administration and/or units with the determined performance and quality criteria and to present it to the top manager.
c) Management information system
- To perform the services related to management information systems, if any, in cooperation with the relevant units.
- To carry out the studies of the development of the management information system.
- To perform statistical recording and quality control operations.
d) Financial services
- Budget and performance program.
- Accounting, final accounting and reporting.
- Internal control
